Minutes of the Maresfield Parish Council Traffic & Transport
Committee meeting held on Tuesday 6th September 2005
in the Parish Office, Nutley
Present: -

4. Minutes of previous meeting
– 5th July 2005.
4.1 Adoption
– These were Adopted.
4.2 Matters arising from these minutes
not elsewhere on the Agenda
– None.
5. Integrated Parish Traffic Management Plan
– The Clerk circulated copies of an email received by Mr Knivett
from Ron Warren, Parishioner of Maresfield, dated 6th
September 2005. It was noted that the points made by Mr Warren
would be very useful as the Committee develops its Plan, and in
particular the suggestion of using road loops to gather more
up-to-date and accurate traffic speed and volume data could be
taken up straight away.
It was agreed
to ask ESCC to conduct a road loop survey on School Hill and
Underhill, due to a number of complaints received regarding the
danger from speeding vehicles on these roads, and to support the
proposed solutions for these roads in the Plan. ACTION:
Clerk.
A discussion was held on the volume and speed of traffic on the
main roads in the Parish and the effectiveness of current speed
limits. It was noted that there was a need for much more Police
enforcement, as this was considered to be the cheapest and most
effective solution.
Regarding the Plan, the Clerk stated that the maps and
photographs were still needed to complete the document. It
was agreed that the draft Plan should be completed in time
for the Committee’s next meeting on 11th October
2005, for reference to Council on 18th October 2005.
ACTION : Mr Knivett to co-ordinate production of final
draft of Plan.
It was noted that there would need to be some certainty that the
proposed solutions contained in the Plan could actually be
delivered, as due to the high cost of some of them, ESCC would
not fund them (assuming they approved them), and some may be too
expensive for the Parish Council to fund. The Clerk stated that
CCllr Reid and CCllr Whetstone would be at the Committee’s next
meeting to discuss such issues.
6. Speedwatch Exercise
– It was noted that there was a need to provide supporting
traffic data in order to be allowed to conduct a Speedwatch
Exercise and operate a speed gun. It was agreed that the
B2026 should be the focus of the first Speedwatch Exercise, and
noted that enough traffic data was to hand for this road to
allow this to be approved. ACTION: Clerk to arrange.
The Clerk
stated that he was now aware of the contacts for Ringmer
Speedwatch, who can meet representatives from the Committee in
a to visit Ringmer to observe their Speedwatch Exercise and
discuss issues. ACTION: Clerk to arrange meeting.
7. Ashdown Forest Villages Road Safety Group
– The Clerk stated that he had copied information and data on
the Committee’s activities to Keith Sinden who had agreed to
liaise on issues of common interest.
It was noted
that solutions for reducing injuries/deaths to deer proposed by
this Group should include the reflective discs/mirrors mounted
on posts at roadsides, used in the past with success.
ACTION: Cllr Fry to raise at the Group’s next meeting.

8. Public Transport
8.1 ESCC re. Review of Supported Local Bus Services
– Cllr King’s letter of 12th July 2005 to CCllr Reid
was noted.
Cllr Leaney
reported that, in the current LDF consultations, there was a
definite demand for effective local transport from all age
groups. It was noted that there was a need to focus on local
requirements and target the groups that need transport.
Cllr Fry
stated that he will be Chairman of the newly formed Wealden
Senior Citizens Partnership and that public transport would be
one of the main issues that this group would be looking at.
Mr Knivett
stated that he had investigated the Carbon Trust and found that
they were not concerned with public transport solutions; their
main concentration was in reducing carbon ‘footprints’ e.g. by
insulating buildings.
8.2 Community bus funding
- Wealden Easylink Bus – The Clerk gave an update on the
situation and a summary of the meeting held on 31st
August 2005 attended by interested Town/Parish Councils,
AIRS/RTP, ESCC, and WDC. The following points were noted:-
o
Maresfield
Parish Council managed to get ESCC to fund a three months
extension of the service until the end of October 2005. However
an emergency plan may be needed to keep the service going while
solutions are developed. This will be discussed at the next
Easylink meeting on 27th September 2005
o
There is a
good demand for this service, particularly in rural villages
o
Short-term
funding is required from Councils and any grants available, to
allow a long-term rescue plan to be developed. Work is underway
to calculate the share of the costs
o
In the
long-term it maybe better to operate the service from e.g.
Crowborough (currently runs from Brighton). This would give more
local control and allow more local Parishes to be involved

Nutley pavement widening
– The progress report from Colin Clarke, contained in an email
dated 31st August 2005, was welcomed. It was noted
that it had been recommended that the cost of the scheme should
come from Community Safety funds, but that there still may be a
contribution required from the Parish Council; details awaited
from John Strover ESCC.
10. Budget submission
– The following items to be considered for inclusion in the
budget for 2006/07 were discussed:-

Support
for the Fairwarp local bus. ACTION: Cllr Leaney to
detail requirements, including any that may relate to the
current financial year

Possible
contribution to the Nutley pavement widening scheme
-
Consultant to review the Integrated Parish Traffic
Management Plan. ACTION: Cllr Fry to obtains estimate
of cost from Owen Williams

Speed
‘gun’ – approx. £125
-
Speed
loops. ACTION: Chairman to obtain estimate of cost
-
Costs of
implementing the solutions in the Integrated Parish Traffic
Management Plan. It was noted that there would be problems
in detailing these costs at this stage
