Minutes of the
Maresfield Parish Council Traffic & Transport Committee meeting
held on Tuesday 5th July 2005 in the Parish Office,
Nutley
Present: -
Cllr P Tester (Acting Chairman), Mr P Knivett, Mr D Sweetnam, Mr
C Goossens and Ms D Lyne. Clerk Tony Allen and Assistant Clerk
Claire Goossens.

Minutes of previous meeting

June 2005.
4.1
Adoption
Ms Lyne referred to item 8 on the previous minutes with
particular reference to the Straight Half Mile, Maresfield and
stated that a reference to the possibility of speed cushions
should also be included as a potential measure. The minutes
were
Adopted
as amended.
4.2 Matters arising from
these minutes not elsewhere on the Agenda
- The Clerk reported the following:
·
A
response received from ESCC in respect of Maresfield by-pass,
states that there are no plans to resurface this road in the
near future.
·
The
TEWP Signage Survey carried out by Cllr Sparrow has not yet
been found. Cllr P Tester noted that this document is most
probably out of date and that a new survey should be conducted.
ACTION: All to
survey signage in the Parish check for anomalies and take
photographs of signs requiring review.
·
Both CCllr Reid and Whetstone have been invited to the next
Traffic and Transport meeting to be held in September and the
former has confirmed his attendance.
ACTION: Clerk to establish whether CCllr Whetstone will
attend.
Mr Knivett stated
with reference to item 10.1, that Cllr King concluded the Parish
Magazines were not the appropriate medium for the Parish
Community bus service survey.
Mr Sweetnam
presented various visual depictions of data collated from the
consultation exercise for inclusion in the summer edition of The
Parish Matters (printed at the end of July 2005). It was Agreed
that the 3D bar charts best illustrated this data.
5.
Integrated Parish Traffic Management Plan
It was Agreed that a final draft should be available to go
before the September Council meeting to include maps,
photographs, detailed information relating to proposals, details
regarding the consultation process going forward and target
implementation dates.
Other issues to be included as follows: Pedestrian safety /
Rat-runs
ACTION: Mr
Knivett to write introduction,
ACTION: Messrs.
Sweetnam and Goossens to collate maps of Parish Roads.
ACTION: Cllr P
Tester, Mr P Knivett and Ms D Lyne to collate photographic
examples of proposals and existing measures.
ACTION: Clerk to
chase Colin Clarke ESCC re. works programme for Nutley pavement
widening.

6.
Speedwatch Exercise
6.1 Local Action Teams
The following
points were noted:
·
All
three villages within the Parish need to be considered as a
whole to avoid displacing problems from one village to another.
·
It
appears that no major support can be expected from Sussex
Traffic Police.
·
Section 59 Orders may be issued in cases of anti-social driving
behaviour.
·
A
meeting with the Ringmer Action Group may prove very useful.
·
Concern regarding the volunteer base required across the three
villages.
·
The
LAT should at this stage run parallel with the Traffic and
Transport Committee.
·
A
decision as to whether or not to purchase a speed gun to be
delayed until after meeting with the Ringer Action Group.
ACTION: Clerk to
arrange meeting between Traffic & Transport Committee and
Ringmer Action Group.
6.2 Ashdown Forest Villages Road Safety Group
The
Clerk circulated copies of the minutes of the meeting held on 21st
June 2005. It was Agreed that should Cllr Fry be unable to
attend any future meetings of this group, a representative from
the Traffic & Transport Committee should attend in his place.
Cllr P Tester suggested linking with this group in work
regarding the B2026.
ACTION:
Clerk to copy current position of Traffic & Transport Committee
to Keith Sinden ESCC, together with relevant Speedwatch data and
ask that they work in concert with Maresfield Parish Council
regarding the B2026.
6.3 Other Matters
None.
7. Public Transport
7.1 ESCC re. Review
of Supported Local Bus Services
Cllr P Tester enquired whether
ESCC have considered diverting funds from contracted services to
more local / Parish solutions e.g. community buses / subsidised
token services.
ACTION: Clerk to respond to
ESCC stating Maresfield is a rural Parish and services are at a
bare minimum and it is therefore difficult to comprehend let
alone comment on possible further reductions in services.
7.2 Community bus funding
ACTION: Mr Knivett to look at broader
initiatives of the Carbon Trust.
