Policy Committee Meeting of September 15^th

Present : Cllr Ms M Thomas (Chairman), Cllr S Leaney, Cllr P Tester, Cllr H Fry.

1. Public questions                      : None

2. Apologies for absence         : Tim Sparrow

3. Declarations of interest            : None

4. Minutes of previous meeting

            4.1 the minutes were approved and signed

            4.2 there were no matters arising

5. Changes to WDC Parish Council Code of practice were proposed by Cllrs. Thomas       

            and P. Tester. The changes were agreed.

6. Draft Letter to SALC on compensation to councillors

·        Cllr. P. Tester suggested that employers had to compensate councillors for attendance at meetings etc. The point is to be included in the letter.

·        The letter is to be re-written to refer to allowances rather than compensation for loss of earnings.

·        Different letters to be written to different recipients

·        Letters to be agreed with the Chairman then forwarded by the Clerk

·        Phone conversations to follow up letter or to be used for conversation.

Other points on allowances to be considered before the next Parish Council Meeting

·        Subsistence allowance, out of pocket expenses such as internet use, paper etc.

·        Issues paper on these matters to be prepared by Cllr Fry for next Policy Committee meeting; to be discussed with Cllr. Thomas.

7.      Discussion about proposal to parish Council about the Local Development

Frame work

·        How is work to be managed?

·        Distribution of portfolios

·        Paper on above to be included in special meeting of Parish Council

·        Proposal to be made to Parish Council that the Policy Committee should steer and co-ordinate.

·        The proposal document to be distributed as soon as possible
