Minutes of Maresfield Parish Council Planning Committee
held
on Tuesday 31st May 2011 at 7.30 pm in the Parish
Office, Nutley.
Present:
Cllr K Ogden (Chairman), Cllr Mrs. L Reeves, Cllr Miss A Bergan-Gander,
Cllr Mrs. C Flittner, Cllr R Street, the Clerk Mr A Allen
and Asst Clerk Mrs. J Bradford.

Election of a Vice-Chairman
Cllr Mrs. L Reeves was nominated by Cllr Ogden and seconded by
Cllr Street. Cllr Mrs. L Reeves was duly elected as
Vice-Chairman.

6.1 Application No: WD/2011/0940/F
Applicant: Mr A Corbin
Location: Hazel Croft, Maresfield, TN22 3DP
Description: Extension over existing balcony to form new
en-suite to master bedroom.
Response date: 1st June 2011.
It was noted that there are no overlooking issues regarding the
proposed extension as it is at the rear of the property. The
Chairman noted that there were no letters of complaint from
neighbours on the WDC web site.
It was resolved
to recommend approval.
6.2 Application No: WD/2011/0934/F
Applicant: Mr and Mrs. Watson
Location: Boringwheel Mill Farm, Cackle Street, Nutley, TN22 3DU
Description: Two storey rear extension.
Response date: 1st June 2011.
It was noted that this appears to be a straight forward
application, on a large plot with no overlooking issues. It
was resolved to recommend approval.
6.3 Application No: WD/2011/0879/F
Applicant: Mr Lionel Sandalls
Location: Land adj. 6 Parklands, Maresfield
Description: Erection of one prefabricated concrete garage on
car parking area. Change of use of land to domestic curtilage.
Response date: 1st June 2011.
The Clerk made reference to a recent, similar planning
application in Parklands, Maresfield WD/2011/0566/F to which the
Planning Committee had recommended approval. The Chairman
gave the background details of this site, noting that the area
of land was once an old car parking area with garages, which
have subsequently now been demolished.
It was resolved
to recommend approval.
6.4 Application No: WD/2011/0550/FR
Applicant: Mr Alec Mitchell
Location: Rosedale, 3 Parklands, Maresfield
Description: Change of use of land to domestic curtilage and
replacement garage.
Response date: 8th June 2011.
This planning application is very similar to the above
application item 6.3 WD/2011/0879/F.
It was resolved
to recommend approval.
6.5 Application No: WD/2011/0861/LB
Applicant: Mr John Bury
Location: 23 High Street, Maresfield, TN22 2EH
Description: Provision of shower enclosure and associated
alterations.
Response date: 8th June 2011.
It was noted that this property was a listed building, and for
that reason a planning application has to be submitted. It was
noted that the outside extractor fan was modest in appearance.
It was resolved
to recommend approval.
6.6 Application No: WD/2011/0800/F
Applicant: Mr K Harding
Location: Twinsfield, Chuck Hatch Road, Fairwarp, TN22 3DT
Description: Change of use of existing outbuildings to holiday
let.
Response date: 15th June 2011.
The following points were noted in discussion:-

The property has two entrances, one leading out onto the
B2026 highway and the other onto Nursery Lane, Fairwarp.

Cllr Street
enquired to the amount of additional traffic that a holiday
let might ensue.

The Clerk noted that the proposed holiday let must be tied
into the existing dwelling on the site, in order that the
building may not be sold off as a separate dwelling in the
future.
It was resolved
to recommend approval, with the condition that the
developed outbuilding be tied to the main house Twinsfield,
therefore not allowing it to be sold as a separate dwelling.
7. Applications for Certificates of Lawful Development

7.1 Application No: WD/2011/0561/LDE
Applicant: Mrs. Judy Chittenden
Location: Duddleswell Cottage, Duddleswell, TN22 3JA.
Description: Existing use of garages and stables.
Response date: 1st June 2011.
The Committee took time to discuss this application and after
some deliberation it was noted that the Committee has no
specific evidence or information to support or not support this
application.

10.1 Adoption
The minutes were adopted as a true record.
10.2 Matters arising from these Minutes not elsewhere on the
Agenda
Cllr Miss Bergan-Gander enquired to the outcome of a recent
planning application for Oakwood Park WD/2011/0621/MAJ. The
Clerk informed the Committee that he had no news on this
application from WDC at this time.

14. Correspondence:
14.1 Banners Gate Transportation Ltd re. works requiring
replacement of bus shelter in Batts Bridge Road, Maresfield
This item was discussed by the Committee, and it was
resolved to give permission for the existing bus shelter to
be removed and disposed of at the appropriate time during the
development works. A picture of the type and style of bus
shelter that would be most suitable was circulated to the
Committee, and it was resolved to send a copy to Mr David
Allbright on behalf of Banners Gate Transportation, for their
feedback. It was noted that it would be an essential feature
for the bus shelter to have seating installed.
